Go to: Admin > Eshop > Catalogue
Click on Catalogue
Click Discounts
Click New
Under the Discount Drop down menu Select Shipping Method
In the By field enter 100, change Dollars to Percent
Select Preferred Starting On date
Select Preferred Ending On date
Change If quantity ordered is >= to 0
Change and the order total is >= to 0
Click OK
