Unlike other menus, menus on the right hand side of the screen can not be created via the Design and Layout Module.

Instead, you can create a template with 2 columns and on the right side column you can:

1. Insert a Dynamic Widget and point to the folder that consists of the articles you would like the menu to display.

2. Insert RSS and point to the folder that consists of the articles you would like the menu to display.

3. Alternatively, insert an embedded article consisting of an article that contains the menu links.
